NOBLE COUNTY PARKS AND RECREATION BOARD
MINUTES OF THE MAY 24, 2017 MEETING
Present: Ray Scott and James Haddock; Guests: Steve Hook, Noble County GIS and Jason Kissel, Executive Director of Acres Land Trust
The May 24, 2017 meeting of the Noble County Parks and Recreation Board did not have a quorum. Thus, only informal discussion ensued.
The Minutes of the of the April 26, 2017 meeting could not be approved due to lack of quorum.
Informal Discussion
Highlights of Jason Kissel’s conversation:
1. Try to convince the power brokers in Noble Co. that they are passing up considerable money that is readily available to surrounding counties for development of parkland. Expenses to our county would be minimal. The Park Board would be able to hold property at minimal or no cost. Loss of taxes would be at $1.00 per acre for land that is in Set-Aside programs.
2. Consider cooperation with other public and private entities that sometimes hold land on a “pass-through” basis. Acres, for example, on occasion will accept land with the understanding from the donor that we will transfer ownership to an entity that may be more local.
3. Try to work collaboratively with other groups on projects. Among other things, it will ease the planning process. An additional outcome is that the level of publicity will be increased.

June 24 – Hidden Diamonds Park, Albion. Doug Keenan, Albion Parks Department.
July 22 – Elkhart River Canoe/Kayak Event. John Metzger, Gene Lightner.
August 26 – Noble Trails, Beginning at Detering Preserve. Jim Haddock, Acres Land Trust.
September 23 – Merry Lea Environmental Center. Zach Becker, Merry Lea.
October 28 – Fishing Line Trail. Scott Allen, Noble Trails.
Jim will bring water for participants this Saturday and there will be a nurse available to take blood pressure.
