NOBLE COUNTY PARKS AND RECREATION BOARD
MINUTES OF THE MARCH 28, 2018 MEETING
Present: Ray Scott, Scott Allen, Jim Haddock, John Metzger, Doug Keenan.
Guests: Matt Getts, KPC Media; Kenneth Hughes, Noble County Plan Director.
The March 28, 2018 meeting of the Noble County Parks and Recreation Board was called to order by President Ray Scott at 10:00 AM.
The Minutes of the February 28, 2018 meeting were approved as corrected.
Old Business:
No new action items from the Master Plan were determined.
Website Review – The website is working well. Scott Allen is keeping items up to date.
“Take a Stroll” Program – Dates for the 2018 Take A Stroll Saturdays are as follows:
May 19, 9:00 AM – Parkview Noble Trail. In partnership with Parkview Noble Center for Healthy Living. Ray Scott is in charge.
June 2, 9:00 AM – Fishing Line Trail. In partnership with Noble Trails, in conjunction with National Trails Day. Scott Allen is in charge.
July 28, 9:00 AM – Canoeing/Kayaking Event on Elkhart River. In partnership with West Lakes Association. Jim Haddock is in charge.
August 25, 1:30 PM – Bixler Lake Trail. In partnership with Kendallville Parks Department. A barbecue cook-off will follow. Jim Haddock is in charge.
September 22, 9:00 AM – Chain O Lakes State Park. In partnership with Indiana Department of Natural Resources and National Public Lands Day. Free park admittance. Doug Keenan is in charge.
Scott Allen will send out a form for each Board member in charge of a hike to fill out and return to Scott as soon as possible. Scott will use the information for new releases, and the forms will help the Board members prepare for each event.
Ligonier Strawberry Valley Greenway – No new developments.
Noble Trails program – Sign up for the Fishing Trail 5K, which will be held on April 29, is available at nobletrails.org. $20.00 per person. The paving project is ongoing for the trail.
New Business
Master Plan Update – Kenneth Hughes, Noble County Plan Director, presented a proposal to the Board for the update of the Master Plan, outlining the Plan Commission’s assistance for the Master Plan update. The update will fit in well with the “Noble Tomorrow” Comprehensive Plan for Noble County. The Plan Department is willing to fund the expenses associated with the update. Kenneth Hughes will be able to start on the Noble County Parks and Recreation Master Plan Update beginning in mid June. The initial update is due January 15, 2019.
Scott Allen moved that the Noble County Parks and Recreation Board utilize the services of the Noble County Plan Commission for the Master Plan Update. John Metzger seconded and the motion carried.
We still need a representative from the Ligonier area on the Board.
