NOBLE COUNTY PARKS AND RECREATION BOARD

MINUTES OF THE JULY 25, 2018 MEETING

Present: Ray Scott, Scott Allen, James Haddock, Doug Keenan.

Guests: Kenneth Hughes and Alex Varney, Noble County Plan Commission.

The July 25, 2018 meeting of the Noble County Parks and Recreation Board was called to order by President Ray Scott at 10:00 AM.

The Minutes of the June 27, 2018 meeting were approved as sent. Thank you to Scott Allen for the Minutes.

Old Business:

5-Year Parks Master Plan Update – Kenneth Hughes, Noble County Plan Commission Director, addressed the Board in regards to the 5-Year Master Plan update. Meetings will be scheduled in August and September to gather input for the update. A list of possible groups to meet with include Noble Trails, West Lakes Association, Acres Land Trust, the superintendents of the parks in Noble County, the YMCA and the schools. Kenneth will contact the groups and arrange meetings to gather input. In addition to the public meetings, an on line survey will be generated.

Website Review – The website is working well. Scott Allen is keeping items up to date. Doug Keenan will serve as a second manager for the website.

“Take a Stroll” Program – Dates for the 2018 Take A Stroll Saturdays are as follows:

July 28, 9:00 AM – Canoeing/Kayaking Event on Elkhart River. In partnership with West Lakes Association. Jim Haddock is in charge. The entrance for the canoes and kayaks will be Dukes Bridge, and the exit will be at Cosperville. West Lakes Association will be having a river clean up that day. Jim will take care of registration and have water available.

August 25, 1:30 PM – Bixler Lake Trail. In partnership with Kendallville Parks Department. A barbecue cookoff will follow. Jim Haddock is in charge. Jim will lead a hike around Bixler Lake. Jim will check with the Kendallville Parks Department on any entrance fees.

September 22, 9:00 AM – Chain O Lakes State Park. In partnership with Indiana Department of Natural Resources and National Public Lands Day. Free park admittance. Doug Keenan is in charge. Doug will be working with Kaitlyn Sproles on the hike.

Ligonier Strawberry Valley Greenway – Plans are moving forward nicely. The trail at Kenney Park has been paved. Bids for the second phase will be received this fall, and the third phase at Pettit Park will be bid in the spring. This is a three year project for the city of Ligonier.

Noble Trails program – Noble Trails has paved more asphalt. The section between Angling Road and Sawyer Road is paved, and between CR 600 W and CR 800 N is paved. Curb ramps need to be constructed before the trail is officially open to the public.

Ligonier Area Representative – We still have no interested people in the Ligonier or Cromwell area.
