NOBLE COUNTY PARKS AND RECREATION BOARD

MINUTES OF THE DECEMBER 5, 2018 MEETING

Present: Ray Scott, Scott Allen, Jeff Boyle, James Haddock, John Metzger.

Guests: Matt Getts, KPC Media.

Call to Order: The December 5, 2018 meeting of the Noble County Parks and Recreation Board was called to order by President Ray Scott at approximately 7:00 PM. The meeting was held in the Dekko Room at the Noble County Office Complex-South.

The Minutes of the October 24, 2018 were approved as sent.

Jeff Boyle, representing the Ligonier – Cromwell area was welcomed as a new member of the Board.

New Business:

Point of Information:

A public input session was held on Wednesday, December 5, beginning at 6:00 p.m. in the basement of the Noble County Office Complex- South. The Noble County Parks and Recreation Board met after the public input session.

Interest in Forming a Noble Co. Recreational Council

The Board expressed interest in pursuing an invitation to varying members of the Noble Co. community that would have a common interest in furthering local recreational opportunities. One great advantage is that demonstrating “common ground” might improve the likelihood of pursuing outside funds to meet recreational objectives by first garnering support from various county governmental officials.

A particular area of interest to the Board would be to focus on an improvement and diversification of both terrestrial trails and aquatic byways within the unincorporated areas of our county. This area of concentration activity is reflective of strong citizen interest as reflected in both our recent and historical public input/opinion polls.

Potential invitees to join us in an association could include members of the health and well-being community,

Park Departments, Township Trustees, Regional Partnership personnel, environmental organizations such as Acres, Noble Trails, etc., Noble Co. Visitors Bureau personnel, canoeing/kayaking clubs, those in the communications fields, and interested members of the at-large community.

The Board will consider incorporating this concept in its 5 -Year Master Plan to be submitted in final form this spring to the INDR. Hopefully, we will make inroads in getting this off the ground and organize an initial meeting by March of 2019.

New Business:

“Take a Stroll” Program – This program was tabled until such time that it gets a fresh look and some revamping to make it more interesting and more noticeable to the public.

Winter Recreation Photo Contest:

Organizational ideas relative to the contest were discussed as follows: A). Starting and ending dates are Jan. 1 to March 31, 2019. B). Three money prizes would be offered assuming that all members plus Mr. Getts each chip in $20.00 for a total of $140.00 anticipated; 1st. $100; 2nd. $30.00; 3rd. $10.00. C). Winter pictures must incorporate some form of recreational activity in Noble Co. to be valid entries. D). pictures must be of a digital nature and submitted to our Facebook page; E). Board members will serve as judges. F). Condensed rules will be posted, with detailed rules to follow at end.

Meeting adjourned: 8:15 PM.

Next meeting – Wednesday, January 23, 2019 at the Central Noble Public Library.
